Pedro Romero de Terrors, the first Count of Regla, was a controversial figure in the eighteenth-century Mexico, where he lived for more than fifty years. The founder of one of the great fortunes of his day, he was a mining entrepreneur and merchant admired for his philanthropy though sometimes despised by his workers. His career embodies a number of the issues that bedevil Mexico to this day.
